It is world conquest bro, if you are expecting a side to only fight one way do something different that gives you an advantage. Also with no technology how do the sides actually fight because there is no way to get large armies across oceans without boats which require tools to produce or even large land masses without the wheel, domesticated animals and fire. If you have those technologies then you have the ability to produce weapons.
