what has he done to be in the position to fight cotto? is he a mandatory for one of cotto's belts or something?

He is not a serious threat to Cotto. He doesnt have KO power. Paulie is quick and nimble with a good chin. But with only 5 KOs in 21 fights, done expect him to KO Cotto.
