Im sorry you think a champion fighting his mandatory is boring. Many of us wish that Alvarez had only been so boring. But he was much more exciting avoiding his mandatory, pulling up a small fighter to his catchweight, and subsequently abandoning his title as MW champion. they dont make offers to be the lead promoter for the event, but they certainly can call and say "we would love the fight and if you're interested then $xx amount would get it done"
