I don't think every fighter is using steroids or HGH. Damn near every one of them at top level is using "supplements".
It's dumb that something like Melodium was even legal in the first place and then someone decides that after a certain date it's illegal.
Only a matter of time before something that is legal now is made illegal and other guys get popped for it.

Your argument would be sound if Povetkin didn't get popped nearly 5 months after it was made illegal, using the excuse that it stayed in his system for 8 months (if his promoter's story that he used it last in September is to be believed). There are anabolic steroids that cycle out faster than that.

3 clean tests followed by a positive test within a month = cheater
