Mayweather is the WBC Emeritus Champion at 147 and 154, which means that if he chooses to make a comeback, he gets a direct shot at the Title Holder, as per WBC rules.
However, after Khan lost to Canelo, the WBC's Jose Sulaiman reiterated that Amir Khan is the mandatory challenger for Danny Garcia at 147. Moreover, unlike at 147 where the WBC backtracked on their so called 8 Man Tournament, and gave Garcia and Guerrero a shot at the title, the WBC have kept both the Title vacant since Mayweather's retirement.
The WBC would never reiterate that Khan is mandatory for Garcia, if they knew that Floyd was going to make a return and wanted to fight Garcia. Which is why it is absolutely clear that Floyd doesn't want to make his comeback at 147 or he doesn't want to fight Danny Garcia, for whatever reason.
Either way, as Emeritus Champion at Super Welterweight, Mayweather can make a comeback anytime for the WBC 154lb Title, against pretty much anyone he wants. He could even fight Garcia at a catchweight of 148lbs, thereby allowing Garcia to keep his 147 title and keep Uncle Al happy.
So if Floyd does return in September, who will he fight for the vacant WBC Super Welterweight Title?
Could it be Canelo?
Could it be Manny Pacquiao?
