The IRS doesn't go after you if you're making payments under an arrangement, which is probably what he did. Most people don't know, but the IRS isn't as aggressive as they're assumed to be. They just want you not to duck them, stay in touch, make arrangements to pay, make payments. If you're literally unemployed and have zero money to pay, they'll still work with you.
