So Povetkin and co agreed to VADA without any major (public) disagreements on the matter, which was your original point (that Povetkin 'refused' VADA). Povetkin is officially on the VADA program, and so their testing dates are up to them.

No, not backtracking at all. Povetkin still hasn't cooperated with testing. Signing a piece of paper is meaningless if you refuse to cooperate with testing.
