Not in fighting style, but in the sense that he would have dominated the HW division if it wasn't for Ali. Would Pacquiao have reigned supreme if there was no Mayweather?

Pacquiao did dominate the WW from 2009 to 2012. Floyd did regain control of the division until about maybe 2013, but even then it took him 2 more years to step up.
And Ali hardly dominated Heavyweight after his return to the sport. He lost to Frazier and never could get a clean victory over Norton, many people believe Norton won the series.
Frazier and Manny have little in common, Manny is the man of his era across all weight classes while Frazier was just a great heavyweight.

The one Mayweather went on to dominate was one going through a transition period. It's unfortunate Mayweather didn't fight the best of his WW era but rather the young less proven guys on the come up who all went on to do nothing afterwards.
You can say the two ruled the division as 1A and 1B but Manny was p4p number 1 from 2008 to 2012, he remained #1 even after "losing" to Bradley. Thanks for the reply.
