Lomachenko wanted to be fast-tracked and Top Rank has done that...he had a world title shot in his 2nd fight and won a title in his 3rd fight.

Arthur Beterbiev is getting moved along fairly quick. He fought a former world champion in his 5th fight. If Lomachenko pushed it, he could have gotten the same treatment.
