I don't see how 30K viewers for the biggest fight of his career up to this point is a positive thing.

There's no other choice. HBO can't afford it and his promoter burned bridges with the other network. It's PPV, not fight at all, take a pay cut or fight a bum that HBO can squeeze into it's budget.
