I checked the article and at one point it said "based on there only being one promoter and no co-promoter" they couldn't go forward with the card...

That can't be it because fight cards happen with one promoter all the time in boxing

If you look at Zab's record over the past few years, he is much worse. Jean or Lundy would both beat Judah easily. He is totally shot.
