TL: DR the promoters won't allow it, Rigo is aging and will end up without any other solid name aside from Nonito on his resume.

Oh OK yeah he needs to get someone quick. I love Rigo but his last fight literally made me fall asleep.

Hope working with Diaz again helps.

I doubt Frampton vs Rigo happens next, but I'm hopeful RN can get something moving with him. They signed Ward & he's lined up to fight Kovalev Nov. 19 apparently. They signed Cotto & got him in with Canelo in the biggest non-Floyd or Manny PPV fight in over a decade+. They just signed Rigo & I suspect they aim him towards something meaningful inside of this year or early next year.

... Frampton apparently broke Scott Quigg's jaw in the 4th, so I'd assume that there's some power there.

So by signing with Haymon would've put him right in the mix for the winner of Frampton vs Quigg
You're assuming Haymon would want to sign Rigo. He seems difficult to deal with and people do not like watching him fight. Maybe Al just didn't want to deal with him.

For all the crap HBO and Arum get, nobody else really seemed in a hurry to get him back on American tv after Top Rank dropped him.

Rigo has nobody to blame but himself. He's priced himself out of fights, he's stayed loyal to the leeches, he's been giving golden opportunities to shine and has stunk the places. Probably RNS will get him a couple of tomato cans to fight and most likely he'll bore them to death.
