I tend to agree. Although I suspect its a game of chicken more than a bluff. If push came to shove Arum is gonna do what he has to do up to & including making a deal with Showtime.
That said I don't for the life of me believe HBO isn't interested in Crawford vs Postol, which is probably one of the most competitive on paper #1 vs #2 fights in boxing right now + the best fight to make at 140 or Loma vs Walters. I suspect the problem is those fights have been regulated to a small window in the late 2nd qtr or 3rd qtr of the year with HBO's current schedule & plans for the end of the year + I'm sure with their current schedule + intended schedule there isn't a ton of money to throw at Crawford/Postol/Loma/Walters like they might want or deserve.
