PPV will have been changed completely for quite some time going forward. It's due to Pacquiao and Mayweather, but mostly Mayweather. Viewers allowed themselves to be scammed by the fight of the century and that won't happen again for a while. Mayweather held two division hostage for the most part towards the end of his 2nd career and that whole landscape lingered on a Pacquiao matchup. That happened, left a sour taste in many mouths, and destroyed any PPV going forward from doing moderately well. I think it's best to put a successful PPV @ 500k and leave it at that. The old model from the 80's needs to return (two or three championships on one card with an 'exhibition-type' fight starting the show). If we go back to that model then PPV will increase again. But if they try to stick with just paying for the main event, you won't do more than 500k, maybe 750k if you're lucky.
Boxing is better without Mayweather, because his hustle was slowly decaying the community. I agree that most roads led to Mayweather, but unfortunately, Mayweather paved a very ugly road to follow. SO it's best that road is closed off and older proven passages be used once again.
