They might want to find the next Cotto Canelo or Floyd. The next Golovkin might turn down the two biggest fights of his life, like this Golovkin seems to be doing. Is that what they want?

Ward ran to 175 like a coward to avoid the monster that is Golovkin

Not all of those countries represent lucrative untapped markets with large populations.

Didn't go down like that, when Ward finally figured out g string didn't have the stones to fight him, he moved on

I hope you're right, boxing has had enough divas that are unwilling to fight quality opposition

Why isn't any promoter signing more fighters from those regions? That's a better question.

I'll give you three names, all three of them are Middleweights.

                  Hurshidbek Normatov, Uzbekistan
Here he is beating the Current World Amateur Champion.

                  Meirim Nurusultanov, Kazakhstan

                  Petr Khamukov, Russia

All three of them are in their early 20's (I think Khamukov is entering his mid-20's), good ages to turn pro if someone were to sign them.
All three of them would probably be Olympic medal contenders (Khamukov actually qualified to the Olympics, but Russia is obviously only allowed to choose one and they chose Chebotarev), but unfortunately for them they are behind their countrymen. Normatov is behind Melikuziev, Nurusultanov is behind Alimkhanuly, and Khamukov is behind Chebotarev. Melikuziev, Alimkhanuly, and Chebotarev are all medal favorites.
Probably seen as less marketable, so won't be given a chance.
They would add more to the Middleweight and Super Middleweight divisions, but instead they're going to hype up other fighter(s) as the best Middleweight prospects.
I wish European promoters would step up and sign them if American promoters won't. Waste of talent.
