    I can name 10 fighters better than Garcia so why would he be on the list?

      Depending on the flavor of the year, P4P criteria changes. One year it's, what the fighter has done in the last 5 years(very popular in late 2000s early 2010s - no longer popular because it will then give Andre Ward a case to be one of the best). Another time period is, the eye test (current). Another main criteria is who the fighter has beaten in the last two fights (current).

      His wins over the last 3 years have been Morales, Khan, Judah, Matthysse, Herrera, Peterson, Malignaggi, and Guerrero. Given the "what they have done in the last 5 years" Garcia passes with flying colors. Ring/WBC/WBA champ at 140, and WBC champ at 147, no losses, 8 top wins from 2012 to present.

                      Yeah, but while he should probably be there before anyone except Alvarez, Danny Garcia has not looked like a p4p fighter since Matthysse. That fight was enough to get him on the list, and his fights since are definitely enough to put him back off it and keep him off.
