            Haymon wouldnt know what her bid amount was going to be. Its not like an auction where you can bid multiple times. You basically hand over your envelope with your bid, and then they are opened. Most times the promoters will have 2 envelopes, a low one in case nobody else shows up, and a high one in case other bidders are present. And once they are opened, high bid wins.

            So in many instances, (even though it rarely works) the less powerful entity will talk smack about having investors, or network interest, or something else to try and make the other guys bid more than they might have initially......
