no, Valuev is nothing of the sort, but an excess of testosterone or growth hormone is clearly in evidence. I've never heard anyone mention whether Valuev suffered from acromegaly so I suppose that he's just a huge guy, a statistical aberration. I'm not a medical doctor, human physiologist or chemist so that's about as far as my knowledge goes.
Mike Tyson is an aberration in a different way, apparently having a natural excess of testosterone, but noboby's made a big deal out of it. It's not that far from the mythical male ideal anyway, such as a child's fantasies about Hercules or "the incredible hulk" and such. Heck, prisons are full of guys who were "gifted" with a healthy supply of testosterone but without the intelligence or wisdom to know what to do with it.
