In order to really be an elite fighter, you need punching power. Having boxing ability is great, but the people want to see a fighter hurt his opponent. You need to be an amazing boxer, an exception to the rule, to get by with little power. If you have little to know power, no other fighters will respect you and you'll run into a guy who will walk through you and laugh about it, and eventually catch you. Which is why being an amazing boxer is a critical element to the guy with no power.
