I'd say easily Kovalev. He's the one bringing the titles to the table and at the current time being has the greater momentum of the two when it comes to being one of the current faces of boxing given Ward's inactivity.

Maybe because no real fan wants the fight to be held in Oakland which is where it will be held if Ward is declared to be the A side.
