According to this article, Cotto told WBC President personally he would face Golovkin.

15 days!!! LOL... might as well be 1-2 days. Neither one is going to be bullied. They'll do a rematch and then GGG will KO another can.

After their fight on Nov 21st the winner has 15 days to decide whether they will defend against Golovkin or vacate. Very simple, open and shut. They elect to defend then the negotiations will start if not the WBC will strip the title and it will be up for grabs I am assuming.
