Eubank was a middleweight in 1991 just as Hearns had moved to Light Heavyweight. When Eubank was a super middle Hearns was campaigning between Light Heavy and Cruiser and never moved back down to SMW
Not only that but that last 'world class' fighter Hearns fought was Barkley at LHW who beat him in early 1992 and he would've been 34 and well past his peak, he didn't fight for a single title or beat anyone really notable after Barkley.
So either, Eubank didn't want to move to LHW/CW for a non title fight or Eubank didn't want to drag a 34 year old Hearns down to SMW and win an essentially meaningless fight against a fading ATG. Or Eubank was scared.
I'm not saying Eubanks resume is great, far from it. Should've fought Toney/Jones but I think you can discount the Hearns story.
