Why did it take Kell Brook 10yrs to fight someone good?

Kell Brook is basially considered an elite fighter based on one good win v Porter.

Kell doesn't want to fight any decent fighters, so long as he can get khan. And if he could get khan without haven fought anyone of note, Brook would love that. He knew he had to face one good fighter to get Khan. But now Khan wants to see Brooks head snapped back a few more times and take some more punishement and wear and tear before facing Brook.
Its not fair Brook should be so fresh when up against Khan and an unfair advantage for Brook.
