Cuadras is promoted by Teiken and has fought in Japan before so this could be to help build his profile for a possible Inoue or Gonzalez fight in the future w/Eto who's an high volume action fighter.

28th is shaping up to be a loaded day

Inoue is the Future of the Lower Divisions unless Robeisy Ramirez gets his ass into the states and gets a boxing contract.

Concepcion hadn't been fighting at SFW either when he got a shot at Cuadras, Flores had been fighting above the weight, so had Mabait really none of his defenses have been against currently campaigning SFW's if it's a voluntary defense you can do what you want really.

Eto is a tall guy so shouldn't be a big deal and could turn out to be all kinds of fun
