It could of been but Inoue jumped over the Flyweight division. I'm assuming his promoters didn't want him to jump into Flyweight because of Estrada and Gonzalez being there.

Inoue's young enough for his body to go to Super Flyweight from Light Flyweight and take out old Navarez plus hone his skills away from the veteran champions. Inoue will probably fight the winner of Gonzalez-Estrada II (if it happens) down the road.
