Floyd and Pac are part of the dying breed of boxer where they really had to tough it out to be #1. Nowadays, fighters want easy matches while still getting big money. It's crazy that Pacquiao has been on the P4P for 12 years straight. If Floyd didn't retire the 1st time, he could've been on there for the last 14 years. That's freaking crazy, man.
If Floyd stayed and fought in 2008, leaving himself in the P4P list, he would have had 16.9 years straight in the P4P list (1998-2015), having the record for longest top 10 P4P fighter in history. Instead he cut the feat short, and Pacquiao has the longest time on the P4P list in boxing history with 11.8 years. I think Floyd could have had that record for a long time. Instead now he has like 9-10 years from 98-08 and another 6 years more year from 09-15.
before floyd and pac could be #1, guys like oscar, tito, hopkins, roy, mosley, hamed, barrera, morales, kostya, lennox had to drop.

I was about to compare, that Gonzalez beating Estrada and Yaegashi and getting number 1 for it, is like Pacquiao beating Ledwaba(Top 3 Super Bantamweight while Pacquao was at the bottom of the top 10) and then MAB(126 Ring champ) a couple of years later. But then I thought about it, Pacquiao was underdog against both guys, and stopped both guys, one being a future HOF'er/ATG. So it's not comparable really. One guy(Gonzalez, #1) got more praise than the other (Pacquiao, #6), for lesser wins.

Maybe even longer, wasn't he a fighter of the year in the late 90s? I think it was the year he beat Genaro Hernandez.
EDIT: Mayweather first appeared on The Ring's P4P list in 1998 and was #2 at some point in '99, under Roy Jones Jr.
Maybe NSB needs to keep a community polled P4P ranking done similar to how these other rankings are made. (As in everyone ranks a 1-10, and the fighters get a certain number of points for each time they show up a certain rank on each list.)

#2 retired Floyd
#3 Canelo no matter if he losses to Cotto
