I don't know if floyd was ever that good or if Winky was ever that bad. Fighters rarely sit down on the negotiating table on their own and everything I've heard with regards to the Pacquiao negotiations has been that a lot of the hard work and compromise was made by the men in suits who work for HBO/Showtime. They hadt o get together at dinners and breakfasts and make a fight once Mayweather finally grew the balls to realistically face Pacquiao lol

Winky on the other hand had terrible people helping him negotiate. It's what let him down in such a big way.

Edit: So to rank the guys you mentioned, it is largely to do with the team they have at their disposal and of course the amount of money they bring in so imo

    1. Cotto
    2. Kovalev
    3. Canelo
    4. Bradley
    5. Khan
    6. Pascal
    7. Ward
    8. GGG
    9. Crawford
    10. Thurman
