WADA has strict guidelines on who can be granted a tue for iv theray as it can be used to mask illegal substance abuse. one of their requirements is that if there is NO OTHER WAY TO TREAT THE ATHLETE OTHER THAN IV then tue can be granted. but floyd could have EASILY drank liquids. in fact WADA says that oral rehydration is the ONLY and PREFERRED method for treating mild dehydration.
