          Unfortunately, no WADA rule was broken. Retroactive TUEs are within WADA rules.

            This has nothing to do with the interstate commerce clause. USADA takes a federal grant to implement WADA rules, testing, and protocol. If they aren't doing that its fraud.

                I notice whenever you get asked about punishment, you deflect to investigation. its as if you think an investigation will uncover something Floyd did that would require punishment because as of now, there is nothing.

                What punishment should USADA face? An investigation is not punishment. NSAC already did that and found nothing.

                You would need to know all the exceptions WADA has for IV usage. Do you know them?

                He may not meet this requirement but met one or more of the others.

                  I can think of $10M annual punishments USADA can face. As for Froid USADA and the governing bodies didn't do anything to Armstrong until a federal case was dropped in their lap. Armstrong is now 0 time tour de france champion.

                    This is incorrect, WADA doesn't have an absolute rule of just 7% like that for IV re-hydration.

                      This quote clearly indicates that he wasn't in compliance with the USADA program beforehand.
