The most logical explanation is ms Columbia was in the card, but he didn't notice what's beside it says 1st runner up.

Since in all ms universe pageants. They call the 1st runner up first, and what that means is it automatically means the one beside first runner up is ms universe. That's how it has been for years. So maybe Harvey must have not read what it meant and jumped on it and tells the world Ms. universe was Columbia when in fact it not accustom to call the 1st runner up first. What he did was change the routine and bypassed 1st runner up and went straight to Ms universe, hence the blonder.
