Funny but that is not what you said about Manny's shoulder. You wanted MRIs, a video of the surgery, and so on or else, it was all a lie. So you speculated. For your hero Floyd, you turned it around and didn't presume that Floyd was on PEDs/cheated.
But he wasn't "caught" in the sense you are trying to use it. There wasn't like a surprise inspection and he failed, he called them and said I'm going to do this.
You can be upset with Floyd's hubris and arrogance. you can and should question USADA for allowing themselves to be bullied and then giving Floyd special treatment, but to try and equate this with guilt seems agenda driven.
This is funny stuff. Sure, USADA did all that due to the kindness in their heart. It was because money talks!

Asking for videos or an MRI is not speculating. Asking questions is not speculating either.
Hence the retroactive TUE. Thereby, he is in compliance.
That sounds familiar ..... as compliant as Lance Armstrong
Armstrong won the prologue, but a few days later, he received notice of a positive test for a corticosteroid, a chemical that helps regulate inflammation, metabolism and electrolyte levels.
Because Armstrong did not have medical authorization to use corticosteroids, the report said, a story was fabricated to backdate a prescription for cortisone cream and claim that the medication had been prescribed to treat a saddle sore, the report said.

These are the same people who were writing letters to Canastota saying Pac should be the first active inductee. I guarantee they've written letters and made phone calls. They're obsessed.

Nice try .... not really.
You put the burden of proof on Manny. If he had none, you found him to be guilty. Well, just lying about the injury to his shoulder. So yes, you were speculating that Manny never had an injury and even though there was evidence it was not enough for you.
This is going to be good. Lets start with this one.
Manny asked for and got permission from USADA to use the injection. Forget what happened which is already a story in itself considering that FLoyd was allowed to get an IV. The point here is that this information was not enough for you, REMEMBER!!! Remember that USADA are not doctors and are not there to say if Manny was or wasn't injured. Hence, can't approve on their own. YOU presented links to this. Now for Floyd, you are not saying all that. How come? USADA had no doctors to check up on Floyd. NSAC only knew after the fact.

Again, asking questions is not speculating. Sorry.
Pacquiao got permission from USADA, but didn't tell NSAC on time, and didn't tell NSAC about the injury til the last minute. Then he filled out the form incorrectly (didn't indicate an injury). While Mayweather didn't need to ask permission from NSAC for his case. You are comparing apples with oranges hopelessly.
