IV infusions and/or injections of more than 50mL per 6-hour period are prohibited at all times, both in- and out-of-competition unless the athlete has applied for and been granted a The****utic Use Exemption (TUE) under the applicable anti-doping rules.

Tygart on MMA Hour: So, the IVs are allowed under certain circumstances under the WADA prohibited list. You know, if you're in the hospital, clinic, having surgery. If you need it outside of those, you have to apply for a TUE. It's not, as you just indicated, not prohibited in most, or any that we're aware of, licensing commissions.

When the testers could not be avoided, Armstrong and his teammates turned to drug masking, the report said. It indicated that during the 1998 world championships, testers were diverted to other riders on the United States team while one of Armstrong’s doctors “smuggled a bag of saline under his raincoat, getting it past the tester and administering saline to Armstrong before Armstrong was required to provide a blood sample.”

The saline infusion restored Armstrong’s blood values to a level that would not attract attention.

Didn't the USADA grant Frank Mir (a UFC fighter) a TUE too. The NSAC apparently rejected that one, but they didn't reject the Mayweather one so seems like the NSAC could be bending for Mayweather too.

Sounds like the USADA & the NSAC need to get on the same page cuz clearly this process has not been streamlined very well if only the NSAC can grant TUE, but cats keep submitted TUE's to the USADA & somehow the NSAC isn't getting the word in a timely fashion.

He was tested 19 times. Wouldn't the team that tested him have noticed IV marks?

I see you're still one of the few left holding out hope. Did you know an IV can be inserted in someone's foot? Are the testers stripping Floyd naked to check all the places? Come on.

I'm not sure NSAC had a chance to do anything. They received notice after the fight, so would it have mattered?

Look, this is shady no matter how you look at it. USADA violated state protocol and even worse, their own. Mayweather taking that solution sounded shady when they first announced test results. Does that make him guilty? No. But we're all allowed an opinion based on the above facts. So what does it all mean? After Saturday night, probably not much except here, where we'll debate it forever.
