        The Pacquiao camp was upset about the situation.

        "I find it ironic. We tried to get an injection that was totally legal before the fight and the slams us and then this thing with Mayweather happens," Michael Koncz, Pacquiao's adviser, told ESPN. "We need to fight in Vegas again so I don't want to make many more comments but it is unusual and it was never disclosed to us until quite a ways after the fight.

          and iv therapy is prohibited by WADA code. the same wada code that usada claims to follow. only under medical emergency is it not prohibited.

          so why was floyd given a tue for something that wasn't a medical emergency??? why was it allowed to take place at his home???? why wait 18 days to give the tue????? what about the 100s of ml of saline which is an illegal amount???? etc. etc. so much questions and no answers.

            The quote you've posted does not counter the idea that the TUE was not applied for or granted until well after the fight. In the quote, USADA claims that Mayweather communicated to them that he was going to use an IV prior to doing so. This does not mean that he had provided any legitimate medical justification for it at the time, or explain why it would be administered at his home. EDIT: Also, this is counter to what Bob Bennett claims he was told by USADA. USADA did not tell Bennett that Mayweather had communicated with them ahead of time and rather told Bennett that USADA agents came across evidence of IV usage at the time they came by for a random test.

            The quote says that the TUE was "not approved until after his fight" and that "once the TUE was granted, the NSAC and Mr. Pacquiao were immediately notified", which means that the NSAC and Pacquiao were not notified until well after the fight.
