Sounds like Gamboa is just trying to do what he was trying to do previously. Be with Mayweather/TMT. He just got baited & switched pretty much with how things transpired.

Anyway he should be more active at least, although I imagine the best fights for him are probably Rances Barthelemy in an All-Cuban fight & Javier Fortuna at the present who I believe are the most noteworthy PBC guys at 130. Maybe a Abner Mares if Mares can or does move up.
