The media did. Anyone that knows boxing knew that Manny was wayyyyy further gone than Floyd was and didn't have much of a chance at all outside of KOing floyd, which wasnt much of a chance given Mannys lack of KO's in years.
To me, its not about how far gone Pac was, it came down to styles.
Pac was always going to struggle to get inside on Mayweather if the fight became a boxing match..... and how was Pac going to prevent that from happening?
