I think Brook would beat Bradley quite handily and always have thought that. Bradley hasn't declined, he just isn't as great as people make him out to be and never has been.

Idk about better, but definitely easier. If Bradley could lock up two titles he has some level of an arguable claim to being the best @ 147 once Mayweather is gone. And while I suspect Hearn would lowball him, he's still a 2 division champion & its not like he can be lowballed THAT badly vs the upside he'd have. If Brook is actually on the table I don't think he has a better option.
