They knew Ward would be hard pressed to make 168 and 164 would be out of the question. They could act like they wanted a Ward fight without having to fight him. This was after they approved 168 for both Froch and Chavez Jr. After the fight fell apart, Ward moved up to fight the #1 light heavy in the perceived killer Kovalev and ggg drug the #3 welterweight(Brook) up not one but two weight classes for a fight. So who was looking for tough competition and who wasn't.
