to be honest it was too be expected.

Bradley and moreso Monica been demanding some huge numbers which is all fine and dandy but HBO has used up all their money only major fights are gonna get pirority so unless Bradley is in a big fight or make the paycuts (which he obviously doesnt want to do judging by him pricing himself out of this fight) he gonna sit out till 2016 when HBO gets their new budget for boxing.

TL;DR

Bradley priced himself out of this bout, unless he take a paycut he sitting out till next year HBO has exhausted their budget for the year, only money they have is for the big fights.
