The Tribunal recommended the contest be changed to NC:

Hardly sounds like Thompson was cooperative does it?

Is he really that dumb that he forgot to submit a TUE twice, once even after he already been caught?

And then didnt bother to fully complete a retrospective TUE form or fully comply with the authorities who were accusing him of career damaging drug use?

Still sounds extremely sketchy to me.

Hopefully it was just Thompson being irresponsible and dumb rather than him actually having used PED's
This is also in the decision :

"UKAD accepted as did the Tribunal the medical evidence supporting Mr Thompson's assertion that his use of hydrochlorothiazide was purely the****utic, and was not intended to enhance his performance. The Tribunal was also satisfied on this issue from the evidence set out in the correspondence from Alexandria Healthcare Centre dated 23 September 2013 and 11 November 2013, and the disclosure by Mr Thompson of "high blood pressure" in his DCF."

Thompson got punished for his irresponsible behavior, not for being a cheater.

If you haven't read the report then Thompson was basically banned for showing a '"complete disregard" for anti-doping regulations.'. UKAD were more than happy to accept his explanations for why he was using hydrochlorothiazide but even after many months he couldn't complete the application that would have allowed for an exception for his use of the drug, the missing piece of evidence was "blood pressure readings with dates." which neither Thompson nor his doctor provided.

So he wasn't ban by the Austrian boxing commission for 13 months for using the same drug?

Yes but the report is not saying that Thompson was completely in the clear like TT suggested, and as fans who dont need to follow the letter of the law the whole situation is extremely fishy.

He failed to provide a proper TUE form 3 times (once before Price, omce after the test and once before Pulev). He never provided the required evidence needed to validate a TUE being issued.

This isnt a part time inexperienced boxer, TT is a full time pro at the end of his career. He knows what the deal is. To make this mistake in two seperate fights and consistently not meet deadlines for retrospective TUE (which would completely put him in the clear) is not normal. Now the fight should be chamged to a NC (as per tribunal decision), his winnings from the fight are forfeit and he has to pay for his side of the court fees. Why would you do this is everything was completely above board?

And in other news, Jack Johnson's 1908 victory has been overturned as it was just discovered he traces of antibiotics in his system from fighting off typhoid fever.

I feel bad for Tony Thompson now, nice old man that can't even take his medication without being called a cheat.

that is pretty damaging. Sadly, sounds guilty. Who wants a ban when the solution is so easy.
