Because Montreal will deliver the largest gate, Canadian PPV will bring a ton of the revenue to the table, and Sergey Kovalev, if we're being honest, doesn't bring a ton of sponsors behind him either.
If Kovalev's broadcaster (HBO) only thinks the fight is worth $2m [According to purse disclosures http://www.reviewjournal.com/sports/...over-mohammedi HBO was only willing to put ~$1.5m behind Kovalev's mandatory defense], while Stevenson's broadcaster (Showtime/PBC) is willing to put +$3m behind the fight, why should Stevenson give up that extra million in potential revenue while also delivering the bulk of the rest of the revenue?
Because Stevenson's gonna easily put double the money in his own pocket than Kovalev has for his own stay-busy fight.Comment

I do think that Haymon's PBC effort or Showtime would be willing to put $3m-$4m behind Kovalev-Stevenson, though. (Not sure if Showtime would back the fight for PPV, but they'd easily do 2-3 episode of All Access/Epilogue to push the fight)Comment
