Chavez needs to spend 2-3 years and several fights fighting at the c class level, he needs to be built up as a prospect. The guy hasn't done anything since his somewhat impressive middleweight run and then took a beating at the hands of Martinez and hasn't recovered since.
He wasn't even training seriously for that fight, HBO 24/7 showed how pissed Roach was with Chavez skipping the gym completely. Roach had to come to Chavez's rented home to do mitts etc.
