Can an irish boxer apply for a british pro licence??

So im thinking of applying for a pro licence THINKING. But i was wondering if an Irish boxer can obtain a british pro boxing licence?? whiteout actually living in england?
could i apply trough the north of ireland etc...

I know alot of boxers get licence from like malta and so on, so if anyone has any information on this would be grateful thanks
