Haymon's got 3 legit titleholders? One of which is the same guy for 2 divisions. The other is Stevenson.

Nobody would consider his titles legit anyway just more useless crap, I'd bet you that at the next Stevenson fight there's going to be no mention of Kovalev (or possibly Ward), Quillin winning another 160 trinket but there's going to be no mention of Cotto/GGG/Canelo...
Haymon has a long term plan (and the financial support for at least three years -- in case he is not stopped by the judiciary)... Therefore, Haymon doesn't pay attention to some 'individual fighters' -- he assumes that these fighters would have to comply to his terms, eventually...

I could just see this confusing people even more then, so no good can come of this.

How long into his 'plan' does he get before he introduces ladder and steel cage matches ?

what al haymon does and has done may well be deemed illegal in the coming years.

IBO is trying to get in the mix as well. You don't see no one getting mad "oh another belt".

... or 'may well be not deemed as illegal'...

(I just don't know how a U.S. court would rule against someone who tries to 'protect' the U.S. boxing market...)

Boxing is already saturated with titles. Way too many...adding more to the mix only makes things worse.
They are going to try and convince the general public that the PBC belts are the only belts around or of meaning. Once that happens, they have their boxers stop competing for any of the sanctioned belts. They then isolate their fighters from the rest of boxing and write their own rules.

Sanctioning bodies aren't gonna combine into one. Greed. Too much money to be made.
