Because if its a mandatory like dlh is spouting,then there's only one mandatory and that's the one that is highest ranked in the ibf. If they're looking at different options, its a voluntary defence,and a clear duck of ggg.

First thing the promoter of Lemieux said after the N'dam fight was that an agreement with GGG would be difficult to make even if GGG had already stated that he would be down to travel on Lemieux's yard to make the fight prior to the N'dam fight.
