Wtf Arum was thinking about featherweight tournament?

Last year Arum had Gradovich, Loma, Walters, Donaire and Vetieka to make a featherweight tournament out of them. The only fights he staged were Donaire-Vetieka and Walters-Donaire. Wtf was he thinking when he let gradovich to go to England and when he marinated a fight between Loma and Walters? And Vetieka has just disappeared.
