How can a fighter be the best in his division and be all hype at the same time?

Do we all agree that GGG is the best at 160?
If yes, how can he be a hype job? don't you need to be an elite fighter to be the best at a weight division?
If he's not the best at 160. Who's better than him? and if there's someone competing with him to be the best at 160, why can't he fight him? why is he forced to move up? he is so good at 160 that he has to move to 168?

the division can suck, which it does.
a fight can be avoided, which golovkin is.

these things contribute to the perception of a fighter's status being "hype." you can't fake results. if golovkin had a better division with top competitors willing to fight him, and he was winning, it would obviously lend to the legitimacy of claims of him being the genuine article.

golovkin is not a "hype job." he's got tremendous offensive skills. he's got top flight jab, technical offense, and some of the best power in boxing.

were his 300 + amateur career with 5 losses, and none via stoppage, a hype job?

are his wins against andre dirrell, lucian bute, matt korobov, yordanis despaigne, andy lee in the amateurs the product of his being a hype job?

I don't really think calling GGG a "hypejob" if fair, but calling him unproven at the elite level is acceptable IMO. Me personally, I actually think he's beaten some decent contenders in his division but he really needs to fight a 'name' fighter to take him to the next level.

The division sucks. Like really badly. He may very well be the truth, but we just don't know due to the division sucking.
