Assuming he meant the literal dictionary definition and not a colloquial usage of 'this is acceptable' (the first thing that comes to my mind when I hear fine anyway, other than things I associate as classy aka 'fine wine'), then that would still mean that Arum's story fits everything.
Why not check X on shoulder being injured? Because it was fine.
Why did Manny not have a more aggressive showing in the later rounds? Because he was hampered by a previously injured shoulder that was re-exacerbated during the fourth round.
Although, I still have not many reasons to believe Manny would win with a 100% shoulder. Could still be closer I suppose.
All that being said, it also seems like the best way not to be liable for filing that form incorrectly (if it was indeed incorrect) would be to say that it was not technically incorrect and then stick to the story of it having being fine going into the fight. But that's just conjecture on my part.
