Every welter had had a chance, two tried/failed, nobody else was interested.
I would give the fight to Lara, for being the most deserving fighter 147-154.
He will fight anyone, and has made genuine efforts to land the best opponents.
The welters just havent done enough to be mentioned imho.
Cotto is looking like the winner unfortunately.

Khan has done nothing, despite having the best opportunity to force that fight.
Khan is a great payday for every welter not named Floyd or Manny. He has no excuse to justify his mediocre standing at 147 for two reasons.....
* Mayweather confirmed his retirement date years ago.
* Khan had plenty of opportunities to rise through the ranks at welter, but for some reason he did not take them.
He looks a bit silly for not fighting Brook earlier this year to force the fight.

Floyd Ducky Mayweather aint facing Khan, history has proven him to be a compulsive ducker when it comes to the prospect of facing Khan.
Millions of fans across the globe agree that Khan should now be regarded universally as p4p number 1 based on being repeatedly ducked by Floyd (the former p4p #1).
Even if Floyd is now p4p #2 it doesn't mean he's still not a great fighter but it is what it is. He forfeited his p4p #1 spot by ducking Khan 3 times, it's a done deal.

Khan is the best bet to beat Mayweather from 147-154 excluding a Pacquiao rematch.
Tbh idk how Lara would do. I think it comes down to intelligence.
Floyd shouldn't go to 160. Not for GGG, especially not for Cotto.
