Are you referring to PAC as the 48th victim? As in, the 48th person?

As for what you are saying, USADA had the data. They called the doctors to confirm. USADA spoke to the commissions about it. It was all approved but the commissions had the final say for fight night. Check box was not checked but Manny's side did tell them before the fight. Sure, it's up to the commissions to allow or not allow but they had knowledge of Manny's injury.
Again, USADA has nothing to do with the commission in this regard, Pacquiao's camp were the ones responsible to tell the commission early enough that hey, our fighter is injured, here is MRI, here are documents to prove that, u can also examine him again, and he's been taking pain killers in training and everything was fine, we would prefer to have a shot of pain killer on the shoulder before the fight like Floyd does for his hands before he fights or if that's not possible we should postpone this fight, THIS DID NOT HAPPEN AT ALL, AT ****ING ALL. They mummed about the whole situation till 90 mins before the fight, they were CLEARLY asked only ONE day before the fight : Did Pacquiao have any injuries in training? and they said NO.

These are facts, Pacquiao knew he wasn't gonna win this fight anyway and he DIDN'T CARE! he wanted the payday, and now he wants to get the same payday again in a rematch! it's so obvious now!

I'm fine with good defense...but excessive clinching and locking arms should be penalized. That's not defence.

Not even the great Mike Tyson could beat an elite boxer he got dominated by each one he fought. Including wvander who hugged him to frustration.

Provodnikov, GGG, Kovalev, Donaire, Franklin, Matthyse are very exciting but you put them in with the likes of Rigonduex, Ward, Lara, Andrade, Mayweather, Direll, and they are toast.

                What a load.
That's not the point he was making and a boxing skills do not preclude aggression.

The Pacquiao statement read, "This was disappointing ... since [we] had disclosed the injury and treatment to USADA ... and Manny listed the medication on his pre-fight medical form."

The medications were listed on a pre-fight medical form, but Pacquiao’s team checked "no" on a box asking whether the fighter had suffered a shoulder injury.

He opted to proceed with the fight, anticipating the pre-fight treatment that would include pre-injection use of lidocaine.

"That specific treatment had been approved by USADA in writing at least five days before the fight," according to the statement.

So it was a mistake to not check this checkbox but that didn't mean that Manny's team told no one. They thought they would be allowed to because they had USADA's approval. Again, a mistake but that just proves that there was an injury and that it wasn't a fabricated excuse as some Floyd fans have suggested.
