Floyd is vacating his belts, so he clearly has no interest at all in Kell Brook's belt. Also, Kell only makes around $100k from each fight, so he doesn't bring enough money to the table to interest Mayweather. And finally, Brook doesn't stand a chance against Mayweather anyway, so it would just be yet another pointless boring fight with Mayweather easily dominating him just like all the other power punchers he's dominated.
